Product Qualification Procedures

There are currently three possible ways to qualify products for ALC tiers. Outlined below are interim qualification procedures for each tier in the initial product qualification process. ALC reserves the rights to review, revise and update these procedures for final acceptance.

1. Qualifying Products with Existing Third-Party Certification:

Suppliers with current third-party certification such as the Efficient Lighting Initiative (ELI) or the UK’s Energy Saving Trust (EST) can submit evidence of certification for a specific product. In addition, suppliers must provide test results for other performance categories not covered by certification, such as run-up time, switch withstand, mercury, etc., as required by ALC Guidelines.
Acceptable evidence for third-party certification include EST or ELI website listing of the product. If the product is not yet listed, a letter from the certifying organization indicating acceptance is required. Acceptable evidence for testing of other peformance categories include test results from a laboratory with ISO/IEC 17025 accreditation. Upon receipt of evidence ALC will verify the model and other parameters as needed, inform supplier of status, and accept or enter information into the registry.

2. Qualifying Products with Accredited Laboratory Test Results

Suppliers without third-party certification can submits relevant test results from ISO/IEC 17025 accredited laboratories for ALC tier-specific categories, along with evidence of testing for other categories such as safety and EMC. For safety and EMC, suppliers must provide proof that the tests have been conducted on the product. Acceptable evidence includes test report cover from an ISO/IEC 17025 accredited laboratory clearly indicating the test procedure, the product or products tested, and date of report. ALC will verify the model, and other parameters as needed, inform supplier of status, and accept or enter information into the registry.

3. Qualifying Products with Results Certified by Third-Party Laboratories

This is a proposed category for suppliers who would prefer to provide certification rather than actual test data. At a minimum, suppliers need to submit one or more letters from ISO/IEC 17025 accredited laboratories certifying that the product or products submitted for qualification meet or exceed the requirements of the ALC Guidelines, along with certifiation of other testing such as  mercury, safety, EMC, etc.. ALC will verify the model, and other parameters, inform supplier of status, and accept or enter information into the registry.
